Chapter 01 · Scope & Authority
Institutional Data Controller & Scope
This Privacy Policy and Public-Record Governance Charter governs the official digital archive and public-service website of Rt. Hon. Ekperikpe Ekpo, Honourable Minister of State for Petroleum Resources (Gas), Federal Republic of Nigeria (accessible at ekperikpeekpo.truststack.ng).
For the purposes of the Nigeria Data Protection Act (NDPA) 2023, the Data Controller is the Archival Digital & Protocol Unit, Office of the Minister of State for Petroleum Resources (Gas), located at Block D, NNPC Towers, Herbert Macaulay Way, Central Business District, Abuja.
Chapter 02 · Data Minimisation
Categories of Information Collected
We practice strict data minimisation. You may browse the entire public record, inspect project dossiers, read speech transcripts, and view the photographic archive without submitting any personal data. Personal information is collected only when you voluntarily initiate an official protocol dispatch on the Official Contact & Protocol page:
1. Official Correspondence & Protocol Data: Your full name, official title, institution/ministry/media house affiliation, official email address, subject classification, and the text of your correspondence memorandum.
2. Minimal Server Security Logs: Standard HTTP request metadata (IP address in anonymised/truncated security logs, browser user-agent, timestamp, and requested URI) generated automatically by our hosting infrastructure to defend against Distributed Denial of Service (DDoS) attacks and unauthorised intrusion.
Chapter 03 · Statutory Mandate
Lawful Basis for Processing under NDPA 2023
Under Section 25 of the Nigeria Data Protection Act (NDPA) 2023, our processing of personal data submitted through this portal rests on three lawful bases:
• Performance of a Public Duty (Section 25(1)(b)(iv)): Processing official correspondence, regulatory memoranda, stakeholder petitions, and diplomatic protocol requests necessary for the performance of ministerial duties under the Petroleum Industry Act (PIA) 2021.
• Explicit Consent (Section 25(1)(a)): Where a member of the public, journalist, or community representative voluntarily submits an inquiry or feedback form.
• Legal Obligation & National Archiving (Section 25(1)(b)(ii)): Maintaining official public-service records and correspondence logs in compliance with Federal Civil Service and National Archives statutory standards.
Chapter 04 · Institutional Handling
How Protocol Correspondence Is Routed & Shared
Submissions are routed strictly according to the institutional channel selected by the sender:
• Channel 01 (Official Office Contact): Routed to the Ministerial Secretariat for inter-ministerial and statutory agency filings (NMDPRA, NUPRC, NCDMB, NNPC Limited).
• Channel 02 (Media & Press Enquiries): Routed to the Special Adviser on Media & Public Communications for press verification and broadcast accreditation.
• Channel 03 (Speaking & Protocol): Routed to the Diplomatic & Events Liaison Desk for summit scheduling and state protocol clearance.
• Channel 04 (Public Feedback): Routed to the Civic Engagement & Archival Registry Desk for constituency and Niger Delta host-community memoranda.
We never disclose personal data to third parties except where required to coordinate an official response with a relevant federal agency (such as NMDPRA, NUPRC, or NCDMB) or where mandated by Nigerian law.
Chapter 05 · Archival Integrity
Public-Record Evidence & Verification Governance
In strict adherence to public-record transparency, every factual entry, project dossier, and timeline record published on this website carries one of four verification classifications:
1. Official record: Verified by Federal Executive Council (FEC) registries, Senate Hansard, Federal Ministry of Petroleum Resources communiqués, or NCDMB statutory records.
2. Reported engagement: Documented multilateral summits, bilateral energy consultations, or stakeholder mediations covered by accredited national and international press.
3. Policy objective: Long-term national targets under the Decade of Gas (2021–2030) and the Petroleum Industry Act (PIA) 2021.
4. Outcome to be updated: Ongoing infrastructure corridors or host-community trusts subject to periodic operational audit.
Multi-stakeholder infrastructure projects explicitly separate Rt. Hon. Ekperikpe Ekpo’s ministerial policy, supervisory, or commissioning role from the commercial and statutory partners executing field operations.
Chapter 06 · Digital Footprint
Cookies, Web Fonts & Zero-Tracking Architecture
This website does not set third-party advertising cookies, cross-site tracking pixels, or behavioural analytics cookies. Interactive features—such as the Decade of Gas corridor selector, project category filters, and global archive search (⌘K)—execute entirely within your browser memory without transmitting your keystrokes or reading history to external servers.
Typography is rendered using the open-source Alegreya Sans typeface served via Google Fonts over encrypted HTTPS connections, which does not set cookies in your browser.
Chapter 07 · Technical Safeguards
Data Security, Retention & Sovereign Hosting
All traffic between your browser and ekperikpeekpo.truststack.ng is encrypted via Transport Layer Security (TLS/HTTPS) enforced at the server level, reinforced by strict HTTP security headers (X-Content-Type-Options: nosniff, X-Frame-Options: SAMEORIGIN, and Referrer-Policy: strict-origin-when-cross-origin).
Official correspondence logs are retained only for the duration required to process the institutional matter and fulfill statutory public-record archiving requirements, after which non-archival personal identifiers are securely purged.
Chapter 08 · Your Statutory Rights
Data Subject Rights & Data Protection Officer (DPO)
Under Part VI (Sections 34–38) of the Nigeria Data Protection Act (NDPA) 2023, you have the right to:
• Request confirmation of whether we process your personal data and obtain a copy of such data;
• Request rectification of inaccurate, incomplete, or outdated personal records or archival attributions;
• Withdraw consent or request erasure of personal correspondence data that is no longer required for statutory public-record purposes;
• Lodge a complaint with the Nigeria Data Protection Commission (NDPC) at [email protected].
To exercise any of these rights or submit an archival correction request, please dispatch a formal notice via our Civic & Archival Registry Desk with the subject classification “Host-Community / Public Record Feedback”.
